The Union of Russian Cities was registered
in 1991 with the aim to assist in the establishment and development of local government in the Russian Federation.
This organization is a voluntary union of municipalities – both regional centers of the Russian Federation and other city-type municipal formations – created to coordinate the activity of municipalities to ensure that their rights and interests are exercised efficiently and that
the local self-government in the Russian Federation keeps growing stronger and self-reliant.
The URC provides municipal formations with the ways to interact on the questions concerning the interests of local governments, as well as assists its member-cities in the realization of projects aimed at helping the local government organs exercise their duties more efficiently.
Volgograd has been a member of the URC since 1991. The Mayor of Volgograd makes part of the URC governing body – the Board of the Union.
